History of the Texas Water Association

TWCA was created in 1944 to address and provide policy solutions to water supply challenges in Texas. Today, our members provide water and/or wastewater service to the vast majority of Texans and include river authorities, cities, groundwater conservation districts, water/irrigation/drainage/flood districts, industries, consultants, and stakeholders interested in Texas water policy.

When TWCA was founded, the term "conservation” primarily meant ensuring an adequate water supply. Over the last 80 years, the Association has grown alongside the state’s water needs, and has played a key role in achieving significant milestones for Texas water policy, from the passage of environmental flow standards to the creation of Texas’ first statewide water and flood plans. 

In 2024, the Texas Water Conservation Association embraced a new chapter in our long legacy by doing business as the Texas Water Association. This name update reflects our evolution as an association, and our continued commitment to addressing Texas’ most pressing water challenges.
